ー核兵器禁止条約発効と、福島原発事故10年の節目に考えるー

 2021年1月22日、核兵器禁止条約 (Treaty on the Prohibition of Nuclear Weapons(英語条文はここ、外務省の日本語仮訳はここ)が発効となりました。核兵器の使用、使用の威嚇、開発、実験、生産、製造、取得、保有および貯蔵を禁止し、その移譲、受領、禁止行動に対する援助、奨励、勧誘も禁止する、全面的な「禁止」条約は長年の世界の被爆者や根強い市民社会の運動の成果と言えます。条約では「核兵器に関する活動が先住民にもたらす均衡を失した影響を認識し」と、核問題と植民地主義の関連にも触れています。
 1月22日の時点で86国が署名、52国が批准していますが、全ての核保有国および米国の同盟国(カナダを含むNATO諸国、日本、韓国など)は参加していません。また、「無差別に平和的目的のための原子力の研究,生産及び利用を発展させることについての締約国の奪い得ない権利に影響を及ぼすものと解してはならない」と、原子力発電を問題視していません。
 きたる3月11日は、東日本大震災・津波および福島第一原発の大事故発生から10周年を記憶する日です。10年経っても収束からは程遠く、環境や生物、人体の被曝被害は継続し、いまだに3万から6万以上といわれる人たちが避難生活を強いられています。
 今回は、米国の大学で教鞭を取りながら長く平和・反核運動にも従事し、退職後もバンクーバー9条の会の会長を務め、化学者として、核兵器であれ原発であれ「核と人類の共存はできない」との主張を英語・日本語の著書や講演・執筆活動で続けてきている落合栄一郎さんを講師に迎えたいと思います。

講師プロフィール:落合栄一郎(おちあい・えいいちろう)

1936年東京生まれ。ペンシルバニア州のジュニアータカレッジ名誉教授。東京大学工業化学科卒、同大博士課程終了工学博士。カナダ、アメリカ、スウェーデン、ドイツなどの大学で化学の研究教育に携わる。2005年退官後はバンクーバーで、バンクーバー9条の会、世界連邦協会等を通じて平和活動を行いながら英語、日本語で、放射能や被ばくの危険性についての執筆活動に従事する。

 ★バンクーバー、トロント、モントリオールの9条の会が横につながり、大きな「カナダ9条の会」という枠組みで、日本やその他の国に住むメンバーも含め、日々意見・情報交換をしてきましたが、コロナの影響で活動はオンライン中心となりました。2021年から、不定期となりますが誰にでも参加してもらえるズーム講演会シリーズを企画しようということになり、これが第一回となります。

 Five decades after the adoption of the (revised) US-Japan Security Treaty, Cold War assumptions still underpin the relationship between Japan and the US. A belated Japanese attempt to reform the relationship in 2009-2010 ended in failure and the collapse of the Hatoyama government. Whether the Kan government can do better remains to be seen. The “Okinawa problem” has emerged as a crucial bone of contention between the two governments. 65 years after the Battle of Okinawa, Okinawans' anger towards the two governments have reached a peak. What are the implications of the now 14-year long attempt to resolve the Okinawan demand for closure and return of Futenma Marine base in Ginowan City?

Gavan McCormack is emeritus professor at Australian National University. A graduate of the universities of Melbourne and London , he joined the ANU in 1990 after teaching at the Universities of Leeds (UK), La Trobe (Melbourne), and Adelaide. He has also been Visiting Professor at many universities in Japan, where he has lived and worked on many occasions since first visiting it as a student in 1962. He was elected a Fellow of the Academy of Humanities of Australia in 1992. His work has been translated and published in Japanese, Chinese, Korean, Thai, Arabic, and the main European languages. His most recent book is Client State: Japan in the American Embrace, (Verso, 2007), of which Japanese, Korean, and Chinese editions were published by Gaifusha, Changbi, and Social Science Academic Press of China. He is the author of Target North Korea: Pushing North Korea to the Brink of Nuclear Catastrophe. A media commentator on North-East Asia, he is a coordinator of Japan Focus. In 2008 and 2009, he contributed an invited monthly essay published in Korean to Kyunghyang Shinmun (Seoul). He is a regular visitor to Okinawa, and was convener in December 2009 of the "Nago Conference" held in Nago City, Okinawa, on "Civil Society and Social Movements in East Asia."

安保改定から50年、「沖縄問題」で日米関係は岐路に立つ。2009年の政権交代に伴い、鳩山首相は冷戦構造を引きずったままの日米関係からの脱却を試みたが失敗に終わり、菅政権がこの問題にどう取り組んでいくのかは不透明なままだ。基地反対候補として当選した名護市の市長は「海にも陸にも作らせない」と宣言している。普天間飛行場を抱える宜野湾市の市長は新基地に反対し知事選に立候補した。沖縄戦65年、長年の抑圧に対する沖縄の怒りは頂点に達している。日本現代史第一人者のガバン・マコーマック氏が、こじれた普天間『移設』問題を読み解き、日米関係、東アジアにおけるこの問題の意義を語る。

ガバン・マコーマック プロフィール
オーストラリア国立大学名誉教授。1974年ロンドン大学博士号取得。日本と東アジアの政治、社会問題を歴史的視点で幅広く把握しようと研究を続けてきた。リーズ大学(英)、ラ・トローブ大学(豪)、アデレード大学(豪)で現代日本史および日中、日韓、日米関係を中心に教え、1990からオーストラリア国立大学アジア太平洋研究所教授。1962年の日本留学以来ほぼ毎年来日し、東京滞在時にはよく皇居の周りをジョギングする。オンライン誌「Japan Focus」のコーディネーターもつとめる。

Are you ready for VIFF (Vancouver International Film Festival)?

Film ANPO - by director Linda Hoaglund, producer of highly acclaimed film "Tokko-Wings of Defeat," will be shown in VIFF (6PM on Oct. 3, and 1:15 PM on Oct.4).
*Thanks to ANPO, the "American-Japanese Joint Security Pact", there are still 90 American military bases on Japanese soil, 30 of them in Okinawa. The "Pact" dates from the post-war years when Japan was governed by General MacArthur, and its periodic renewals attracted mass protests - sometimes violent - in the 1950s and 1960s, as seen in films by Oshima and others. Protests against the US Army presence on Japanese soil also surfaced in Japanese painting and sculpture, as shown in Linda Hoaglund's eye-opening documentary essay, which offers some broad historical perspectives on the struggles but centres on the responses of engaged artists. Hoaglund's own perspective (she is an American who was born and raised in Japan, well-known as the subtitler of many Japanese movies) gives the film real heft: she coaxes forthright statements from usually-reticent interviewees as well as getting up close to the political stances embedded in a wide range of paintings....

Linda Hoaglund Profile:
Linda Hoaglund was born and raised in Japan. Her previous film, Wings of Defeat, told the story of Kamikaze pilots who survived WWII. She has recently directed and produced ANPO, a film about Japanese resistance to U.S. bases seen through the eyes and works of celebrated Japanese artists.

★私は7月に日本でプレス試写会に参加しましたが、深く心に残る作品でした。60年安保の時期を生き抜き、表現したアーティストたちのインタビューと作品が織りなす「時代のさけび」とも言えるでしょうか。私は生まれたいなかった時代だけに、想像力がかきたてられ、感情の奥底に響く深い体験をしました。その時代を知る人も知らない人も、かけがえのない体験ができる、そんな映画だと思います。

今から半世紀前の60年安保当時、熱かった日本をアーティストがどのように表現したのか。1960年6月に日米安全保障条約が岸信介政権下で自動更新されるまでの一ヶ月間、国会周辺は安保に反対する市民のデモで溢れかえりました。1945年の敗戦からまだ15年しかたっていないその時代、学生、労働者、主婦など様々な立場の人が参加したこの運動を一つにした最大の原因は「二度と戦争をしたくない」という市民の強い意志だったことをアーティストたちは語っています。

本作『ANPO』を監督した、リンダ・ホーグランドは、日本の映画業界人の間では、海外映画祭に出品する際の通訳や英語字幕翻訳者として知られる、日本で生まれ育ったアメリカ人です。彼女は、字幕翻訳の仕事を通して日本映画を深く知るにつれ、1960年の安保闘争が、当時を経験した映画監督に大きなトラウマを残していることに気づきました。さらに、当時のアーティストたちが絵画や写真を通して安保問題、米軍基地問題を表現しており、日本にも市民による“抵抗”の歴史がある事を発見しました。そのことが、ホーグランド監督のこの映画制作のきっかけになっています。「60年安保闘争とは何だったのか、彼らを闘争に掻き立てたのは何だったのか、そして、その後遺症として未だに日本に残る米軍基地が日本にどういう影響を及ぼしているのか等を映画という形で表現することに決めました」とホーグランド監督は語っています。

現在も日本は、沖縄の普天間基地の問題など、安保に象徴される日米の関係を、根本的にはなにも問い直しをせずに棚上げしてきました。 『ANPO』は、日本で生まれ育ったアメリカン人リンダ・ホーグランド監督が、60年安保を知るアーティストたちの証言と作品を通して、日本とアメリカの関係の問い直しを日本人に迫るドキュメンタリーです。

リンダ・ホ―グランド プロフィール
日本で生まれ、山口と愛媛で宣教師の娘として育った。日本の公立の小中学校に通い、アメリカのエール大学を卒業。2007年 に日本で公開された映画『TOKKO-特攻-』では、プロデューサーを務め、旧特攻隊員の真相を追求した。黒沢明、宮崎駿、深作欣二、大島渚、阪本順治、是枝裕和、黒沢清、西川美和等の監督の映画200本 以上の英語字幕を制作している。

Vancouver Save Article 9 Event "For Peace in Northeast Asia" バンクーバー九条の会イベント 「東アジアの平和をもとめて」

This year marks the 100th year since Japan's forceful annexation of Korea. Vancouver Save Article 9 will host an event on September 11, 2010, with special guest speakers Hwang Kay, Kim Sung Joon, and Pae Ann, to learn about the history of Japan's colonization of Korea, the post-war Korea/Japan relationship, and issues surrounding zainichi Koreans (Korean residents in Japan), among other related issues, and think together about creating a peaceful future for Korea and Japan. It will be held 1:30 - 3:30 at Roundhouse Community Centre in Downtown Vancouver, across the street from Canada Line's Roundhouse Station. The admission will be free, and we accept donations to cover rental and other expenses. The event will be conducted in Japanese. For more information, email info@vsa9.org.

1957年東京生まれ。小学校から大学まで朝鮮学校で学ぶ。外国籍県民かながわ会議1,2期委員、NGOかながわ国際協力会議5,6期委員。NPO法人かながわ外国人すまいサポートセンター理事長、NPO法人アクションポートよこはま共同代表、横浜YMCA運営委員、共生のまちづくりネットワークよこはま代表、医療通訳コリア語スーパーバイザー、あーすフェスタかながわ企画委員などを務め、この2月外国人学校ネットワークかながわ設立。


黄 圭

1946年熊本県生まれ。
学生時代ベトナム反戦、朝鮮統一運動などに参加。 評論、小説などを執筆。
信用組合職員を経てビジネスオーナー。
1990年カナダに移民。
エッセイ集などの著書数冊。 「時代を生きる」(1997), 「群らん抄」 (2005), 「緋色のエッセー集」(2009) など。


金 昇俊


1945年、韓国の金海で誕生。
1953年に日本に移住。日本に居る間は、小学校から大学院まで学生として過ごす。
1973年にカナダに移住。
日本航空で18年、オーケー・グフト・ショップで10年勤務。
2001年からセミ・リタイアー生活(中学時代の後輩の会社の非常勤顧問を今も続けている)。
モットー・・・既存の絶対的価値基準(宗教・イデオロギー・ナショナリズム)に頼らず、自前の判断力で考え、行動すること。

A Special Event after the United Nations NPT (Non-Proliferation Treaty) Review Conference:

"Determined for a World Without Nuclear Weapons: an Evening with Sachi Rummel, a Hiroshima witness"

Time and Date: 7-9 PM, Wednesday, June 2

Place: Room C (Ground Floor), Roundhouse Community Centre , Yaletown, Downtown Vancouver (181 Roundhouse Mews, Vancouver, BC - Roundhouse Station of Canada Line)

A month-long negotiation of the NPT (Nuclear Non-Proliferation Treaty) Review Conference will come to the conclusion on May 28th. Satoko Norimatsu, Director of Peace Philosophy Centre and a founding member of Vancouver Save Article 9 will report her experience of NPT activities in New York, where near one hundred Hibakusha (a-bomb survivors) gathered to influence the UN's policy towards nuclear disarmament. The special guest of the evening will be Sachi Rummel, a Hiroshima witness. Sachi will share her precious experience of the atomic-bombing on August 6, 1945 and her life afterwards.

Profile: Sachi Rummel
Sachi was born in Hiroshima. Sachi was 8 years old, and at her school 3.5 kilometre away from the hypocentre when the atomic bomb was dropped on August 6, 1945. She married a Canadian man and moved to Canada in 1975. She has two children. Sachi's hobbies are tea ceremony and flower arrangement.

Upcoming Events in New York

There will be numerous events happening in New York in May, related to the UN Non-Proliferation Treaty Review Conference. About 100 Hibakusha (a-bomb survivors) will be there to call for nuclear abolition.

Vancouver Save Article 9 is one of the endorsing organizations of the NGO Conference in New York "Disarm! Now," which will take place on April 30 and May 1 at Riverside Church, New York. About 1,000 delegates from all around the world will gather to call for a sustainable world without nuclear weapons.

About the film:

This is a moving story of the 20th century about an artistic Jewish family, the Sirota family, originally from Ukraine. Beate Sirota, daughter of an internationally renowned pianist Leo Sirota, and Aline, Leo’s brother’s granddaughter, together trace the lives of Leo and his brothers, who lived in many parts of the world including Ukraine, Vienna, Tokyo, Warsaw, Paris, and the United States. Leo Sirota lived in Japan for almost two decades starting in 1929, and fostered many great Japanese musicians.

The Sirota family's tragic life seems like a miniature history of the 20th century.

Beate Sirota Gordon, who drafted the women's rights clause in the post-war Japanese Constitution, describes this film as follows:

"The remarkable documentary film maker Ms. Tomoko Fujiwara has again demonstrated her courage and her dedication to peace by producing this film. The film describes the fate of a Jewish family in WWII in Europe - their flight from one country to another, their loves and their sorrows, their deaths in battle and concentration camps. As the daughter of one of the family members, the pianist Leo Sirota, who lived in Japan for 17 years, my hope is that the people who see the film will learn about history and horrors of war, and will strive for everlasting peace in the future."

Beate Sirota, an outspoken defender of Article 9, the war-renouncing clause of the Japanese Constitution says, "It is a model constitution. The real creator of the Constitution is the wisdom of history." Towards the end of this film, we are taken to the Peace Square in Telde, Spain, where Article 9 is inscribed on a plaque. The mayor says, “Article 9 is the hope of the world."

この映画はウクライナに生まれた芸術家の一族、シロタ家の人々の心打つ20世紀の実話を描いたもの。レオ・シロタの娘、ベアテとレオの弟の孫娘、アリーヌと共に、世界諸々の地,即ち、母国ウクライナ,ウイーン,東京、ワルシャワ、パリ、アメリカ等点々と移住 していくレオと彼 の兄弟の生涯をたどる。レオは当時世界でも指折りのピアニストで日本には結局20年近くも住む事になる。その間日本で優秀な音楽家を数多く育て上げる。此のシロタ家の悲劇は正に20世紀歴史の縮図のようにも見える。

戦後新日本国憲法の草案を作成する際、女性の人権に関する24条を執筆したベアテ・シロタ・ゴードン女史はこの映画について次のように語っている。

『すぐれたドキュメンタリー映画の監督藤原智子さんは、此の 「シロタ家の20世紀」をつくることによって、再び彼女の勇気とそして平和への貢献を表現されました。この映画は第2次大戦中のヨーロッパでユダヤ人の一家族のたどった運命を描いています。国から国への移動,愛と悲しみ、そして戦死と収容所の事などを。此の家族の一員であり、日本に17年以上も住んでいたピアニスト、レオ・シロタ、その娘として,この映画を観た方々が、ここから歴史や戦争の悲劇さを学ぶとともに、いつまでも平和な未来が続くように努力してくださることを私は願っています。』

日本憲法,特に戦争放棄を誓う第9条の擁護者であるシロタ女史は其の憲法を『模範憲法であり、又憲法真の著者は歴史の英知だ』と、表現している。この映画の終わり近い画面にはスペイン、テルデの平和広場に飾られた日本憲法9条の銘版が出場。市長は 『9条は世界の希望だ』と、云う。 正にこれは藤原監督自身が此の作品を単なるユダヤ系家族のルーツを辿るだけでなく、日本の平和憲法を守るためのメッセージも含めた作品を製作 したことが 良く理解できる。

The Rise of Fascism in Japan in the 1930’s

Thank you for inviting us to this year’s Teach-In of the WPF.

1. Was the Japanese Regime in the 1930’s and 40’s Fascist? 

Since Japan was one of the axis powers during World War II, it meant that Japan as a nation in Asia joined the fascist powers and fought the allies of democracy in WWII. Still, some of you may hesitate to call Japan a fascist regime at that time.

There were differences between Japan and Germany or Italy: Japan did not have a fascist party similar to the Nazis in Germany, or to the one in Italy based on a mass movement which took power and established a dictatorship. Another difference was that Japan lacked a dictator like Hitler or Mussolini. Tojo Hideki is sometimes called a dictator because at one time he held the positions of prime minister, minister of army and the chief of Army Staff simultaneously. He was an elite military officer who climbed the ladder of the military bureaucracy but lacked the “charismatic character’ of European dictators who could generate mass support. Once he lost support from political leaders and court advisers, he had to resign, as happened in July 1944. .

2. Fascism as a Phenomenon of the 20th Century

Dictatorial, reactionary regimes existed widely for many centuries and even under socialism, rule by dictatorship can be seen such as during Stalin’s rule. Fascism, on the other hand, appeared in countries with highly developed monopoly capitalism. Under fascist regimes socialist movements were severely suppressed, while monopoly capitalists prospered as merchants of death in the armament industries. Fascists claimed their regime was state-socialism or “national socialism” but its result was the opposite of socialism.

Fascists served the interests of monopoly capitalism but could be both anti-socialism and anti-capitalism. (For example, the Zaibatsu capitalists were attacked by Japanese fascists.) Although the middle class of small-scale producers declined because of capitalism, they thought socialism would wipe them out totally. Externally they were terrified by international socialism and the rise of nationalist movements in developing countries. Rightly or wrongly, they saw the economic crisis as due to being a ‘have-not nation. They believed their country was unfairly treated by other nations because of a corrupt political system with spineless politicians who tolerated the rise of socialism. Therefore, they argued, the present system has to be destroyed and renewed. It did not matter whether or not this way of thinking was logical because for a fanatic movement, including fascism, irrational thinking may have been necessary.

3. Fascism From Below and Above

In the 1950’s Maruyama Masao, a political science professor, proposed an analytical theme of “fascism from below” and “fascism from above.” Even a half a century later, his theme of analysis is useful when we look at the political scene of the 1930’ and 40’s in Japan.

- “Fascism from below”: Fascism has some aspect of a grass roots movement. If it gathered strength with a party machine, it could seize power through the support of large parts of the population and through parliamentary procedure, i.e., as a major political party it could take power to form a government. They would claim that they could change everything once in power. These movements have sometimes been called “pseudo-revolutionary. ”

- “Fascism from above”: The controlling political and military leaders and high officials in the bureaucracy took measures to dissolve democratic principles by introducing policies such as emergency decrees and the suppression of socialist and communist movements in order to deal with crisis situation. Constitutional principles such as freedom of speech were disregarded or suspended, and dissidents persecuted. In Japan a notorious legislation called the Peace Preservation Law (1925-45) was introduced. Eventually, spontaneous dissolution of political parties took place and with government initiative the Imperial Rule Assistance Association (1940) was founded. It was a kind of one party system. These trends can be characterized as “authoritarian - reactionary”.


4. The Ideological Basis of Fascist Movements in Japan

There were a number of groups of extreme nationalism from around the turn of the century advocating Japan’s expansion into Asia. Why did they want to expand to the continent? Japan was a small country with limited space and resources. To develop into an imperial power, Japan wanted to secure natural resources, markets for its capital investment and industrial products, and land for the settlement of surplus population.

Without exception right wing nationalists supported the Emperor system with its absolute power. Under the Meiji constitution the Emperor was the supreme commander of the army and navy. He also had the power to conclude international treaties and declare war. Nationalists regarded the Emperor system as a uniquely Japanese political institution, based on a paternalistic idea expanded from the level of the family to the nation and the empire.

After WWI extreme nationalists, such as Uchida Ryohei (内田良平), realized that their expansionist aims could not be achieved without drastic changes in the domestic political system. They promoted a totalitarian position against western style parliamentary democracy and individualism. They were also openly antagonistic toward socialism and communism after the Russian revolution of 1917. The combination of expansionist ideas coupled with an anti-Soviet stance and anti-democratic aims can be regarded as the common characteristics of fascist ideology.

5. What was the Social Basis of Their Movement?
.
Farmers Class: In the early l930’s agriculture was depressed due to a bumper rice crop, causing the price of rice to fall. Soldiers recruited for the military were from families of poor tenant peasants in rural areas. They were happy to have enough to eat and to receive some pay in the army, but were also concerned about their impoverished family members remaining in the countryside. The extreme nationalists, concerned about building military strength, saw the welfare of the peasants and farmers to be the main pillar of the nation’s strength. They had connections with the young and middle rank military officers who came from the landowner class and were familiar with the serious situation in the rural areas. Many supported the ‘nohonshugi’, or ‘agriculture first’ principle, and the component of this principle among Japanese fascists can be understood in this context.

Middle Class: In addition to the rural population, the fascist movement appealed to the traditional middle class, such as smaller business owners and craftsmen.

These entrepreneurs and trade people had strong affinities with the ideas of anti-socialism and anti-capitalism. As capitalism developed, these people felt threatened by poverty and decline. They were anti-capitalist but as small property owners or merchants, they were strongly against socialism. They did not have a clear idea of what a desirable regime could be, therefore the demand for the destruction of the present state of affairs appealed to them.
In general, if a society faced a crisis one could see the rise of fascism. In Europe the economic crisis was one of the causes of fascism, but many people in difficulty were not capable of organizing their own movement. In Japan, farmers with difficulties were represented by young officers from the same social base and whose interests coincided with the military, the traditional middle class, and the extreme nationalists.

6. How “Fascism from Below” Leads to “Fascist from Above”

1) Manchurian Incident

Measures to deal with the world wide economic crisis of the l930’s included the increase of military expenditure to establish a foothold in East Asia, and efforts to expand into the continent became more aggressive. In this context the Manchurian Incident of 1931 was important: Staff officers of Japan’s Army stationed in the North Eastern part of China (Kwantung Army) had been looking for a pretext to commence military action. They put explosives on the rail of the South Manchurian Railway in Liutiao hu. (柳条湖、near Shenyang)  controlled by Japan. The damage was slight but the Japanese military blamed the Chinese army and immediately ordered an attack. Within a few days cities along the railway were occupied and within 5 months most of Manchuria came under the control of the Japanese army.

These actions by military commanders and officers were a serious offense under military criminal law and punishable by death as the action was not ordered by the government or the top military leaders. However, no one was punished. The government repeatedly announced the non-escalation of military actions to appease international criticism but it did not prevent the escalation. Rather, it continuously approved aggressive military acts. One fait accomli followed another and hostilities escalated. The government attitude reflected the will of the ruling classes including Zaibatsu, the monopoly capitalists, as a means to deal with the internal and external crisis faced by Japan.

The League of Nations condemned Japan’s invasion of Manchuria, and in response Japan left the League of Nations in 1933. This withdrawal publicly announced Japan’s decision to engage in aggressive expansion policies without considering the danger of international isolation. After intermittent military operations, the Marco Polo Bridge incident occurred in July l937, beginning a full-fledged war which was then called the Sino-Japanese Incident, an undeclared war with China.

2) A Series of Coup Attempts -

On May 15, 1932 Inukai Takeshi, the Prime Minister,(犬養毅), was killed at his official residence in Tokyo by rebellious navy officers. (May 15th Incident) This led to the growth of more right-wing associations. In 1933 as many as 501 associations existed and more than half of them had been formed since 1932.( Fujimura, p. 150.) Other incidents followed, including several coup attempts.

In 1936 a full-fledged military revolt in Tokyo led by military officers shook the civilian government. For a few days rebellious troops occupied the residence of the Prime Minister and key government buildings. The Finance Minister and the Inspector General of Military Training were assassinated. The mutiny was not immediately crushed because Araki Sadao and other army leaders gave signs of approval and support. The Emperor, as the absolute authority, was personally against the coup of February 26 as his ministers and officials had been assassinated or assaulted. These events illustrated the confused situation among the nation’s top leaders in the face of serious revolt.

Once the insurrection was under control military leaders blamed everything on the rebellious officers and civilians. Over a dozen rebel leaders were tried in a military tribunal in Camera and executed. As the government tried to deal with these and other insubordinations, power increasingly slipped from the hands of party politicians into those of men who might be better able to control or work with the militarists.

3) Decline of Democracy and the Establishment of Fascist Regime

Foremost among these new leaders was Prince Konoe Fumimaro (近衛文麿), who then served as prime minister. He favored a strong foreign policy and intervention in China, views that made him popular among many army officers. In July 1937 Prime Minister Konoe said: “I think North China is vital, particularly for our economic development.”(Quoted in Ienaga, The Pacific War, p.69) This comment reflects the prevailing view of Japan’s ruling elite. Deeply anxious over the loss of markets due to tariff barriers and desperate for a solution to the crisis confronting Japanese capitalism, they wanted to control North China. In other words, to keep Manchukuo a puppet state and to prevent China from becoming communist were the absolute minimum objectives of the military and Japan’s civilian leaders. There was a broad consensus about these goals.

Military expansion abroad required repression at home. As an authoritarian regime, fascism in Japan was imposed from above by political leaders, the military and bureaucrats, aided by their junior partners, the civilian rightists.

The Konoe government tried to reorganize the political system to mobilize the nation for the war efforts. All political parties were spontaneously dissolved and the “Imperial Rule Assistance Association” (大政翼賛会IRAA) was founded in 1940. It did not functioned efficiently as a political organization, rather it became a control mechanism of people’s daily lives.

The Nazis destroyed the Weimar Republic and established a dictatorship in 1933 but no such clear break with the past occurred in Japan. The Meiji Constitution was never revised or suspended and the Diet became impotent but it continued to exist.

The only major legal shift was the 1938 enactment of the National Mobilization Law(国家総動員法). Although it could be regarded as unconstitutional, this law allowed the government to issue emergency decrees, i.e., its sweeping provisions broadened the state’s administrative authority, imposing new duties on citizens and curtailing civil rights.

Despite the differences, Japanese Fascism compared to Germany was no less effective in destroying political freedom. Threats and use of physical force by the police and Kempeitai were the ultimate weapons. Marxists, Christian pacifists and anyone considered even slightly opposed to the war were arrested and incarcerated under regulations that in effect voided the Criminal Prosecution Law. Some prisoners were tortured and physically mistreated. Others were held indefinitely. Political prisoners were pressured to make false confessions and to recant their political beliefs.

Conclusion:

Even without a fascist party having mass support or the ability to seize power, we can see how a fascist regime could nevertheless be established. Young officers and right wing civilians played the role of forerunners in the process of establishing a fascist regime. Political and military leaders and others from the ruling class did not openly support drastic measures to change the existing system, but they actively or tacitly undermined institutions based on parliamentary democracy in order to deal with external and internal crisis. The government with its powerful police bureaucracy was efficient in suppressing any dissidents who opposed the total mobilization of citizens for the war effort.

Nowadays, most of us can easily see the irrational nature of neo-Nazi type right wing movements and it may seem that the danger of “fascism from below” belongs to the past. On the other hand, we can also note that there is a continuing trend towards curtailing the democratic rights of citizens in the name of public security. In this sense, ongoing vigilance is necessary in order to prevent governments from sliding into the direction of “fascism from above” as it happened in Japan in the 1930’s ☺

VSA9 Event Report - Yves Tiberghien's Talk in Chinese with English summary

2009年10月28日晚,卑诗大学政治学系副教授Yves Tinbergen博士受温哥华九条会之邀,来到日裔中心作了题为鸠山内阁及今后日本的对外政策的演讲。
日本民主党在今年8月底的大选中以绝对优势战胜执政60多年的自民党,这一胜利被认为是在日本政治研究中改朝换代的大事件。尽管鸠山内阁才上台两个月,但已经在日本的对内,对外政策之上表现出了一些有意思的变化。Yves教授以翔实的数据分析了这一变化发生的原因,以及对将来日本的对外政策提出了预测。
October 28th, Dr. Yves Tinbergen, associated professor of UBC political science department, gave a lecture on “The victory of DPJ and foreign policy of Hatoyama cabinet”.

温哥华九条会最关心的自然是民主党对宪法第九条的态度。民主党本身的背景复杂,其成员包含了前自民党派阀,社民党左派等等,涵盖了左中右三派。加之民主党挑战美国权威,试图在日美关系中为日本争得更大的发言权的态度,让选民在大选前对民主党对宪法九条的态度颇为担心。有舆论认为民主党如果想要让日本成为能和美国平等对话的“正常国家”,宪法九条就应该被废除。事实证明这样的担心是多余的。Yves教授的数据显示,超过75%的民主党员反对修改宪法第九条,远远高于自民党40%左右的比例。
The status of Article 9 is the most concern of our VSA9 members. DPJ has a complicated background. Its members include former right wing LDPist, or left wing Socialists. And voters believe DPJ is going to take a tougher position against the U.S. This leads to the thoughts that if Japan wants to become a “Normal nation” and gains more equal position with America, then the Article 9 shall be abolished. Therefore, there was a concern about the DPJ attitudes towards article 9. Dr. Yves’s data shows these concerns are not necessary. Over 75% DPJist against revising Article9.

Dr. Yves also pointed out that LDP tried to manipulate Article 9 issue and terribly lost in the 2007 HOC election. LDP should learn a lesson from this defeat and even they win their majority back later, they should not try to bring up the Article 9 issue again.

这样的结果标志着至少在很长的一段时间内宪法九条是安全的。这也可以理解为是民意的胜利。日本民众用选票说明了他们希望保留宪法九条,为日本争取一个更平等的日美关系的政策和保持日本非军事化的政策并不矛盾。
Such a result means Article 9 will be in safe at least for a while. This is the victory of the people’s will, I believe. Japanese voters expressed their support to Article 9 by their votes. This also indicates that Japan thinks a more equal Japan-US relation is not contradict to the non-military policy of Japan.


从政治学理论的角度来讲,认为日本应当废除宪法九条以便成为“正常国家”的说法是建立在传统的现实主义国际关系理论之上的。这一理论认为国家之间的力量平衡只能建立在军事力量的威胁之上。基于此理论,某些日本政治家认为日本在日美关系中欠缺和美国平等谈判的砝码,因此日本需要实现国防自主,重建军事力量以平等对谈,出于此目的,限制军备的宪法九条就应该被废除。这一理论的问题在于现实主义国际关系理论已经被证实是20世纪中多场战争的根源,也是日本军国主义时代的指导思想。日本作为战争的发起者和最终的受害者,实在没有必要再去重复过去的老路。国际关系理论中,同样存在新自由主义,解构主义等更和平和人性的学派,他们正在对现实主义学派形成强大的挑战和冲击。
From Political theory point of view, the thought that Japan should abolish Article 9 and become a “normal state” is based on the traditional realism school of international relation. Realism school believes that IR is based on the military might of a state. Based on this theory, some Japanese politician think Japan lacks the leverage in the negotiation with other states, therefore, Japan should realize a military independence. Therefore, the Article 9 which limits the state sovereignty shall be abolished. The problem with this thinking is that the realism school of thinking has been proved as the sources of many violent conflicts in the 20th century, and it was the guiding thinking in the imperial Japan. Japan, as the aggressor and the final victim of the war, shall not repeat the old mistake. In the studies of IR, there are also Neo-liberalism, Constructivism schools which are more peaceful and humanistic.

我个人倾向于用解构主义来理解国际关系。传统的现实主义学派认为我们都生活在一个弱肉强食的世界中,所以我们需要强大的军事力量以求自保。但解构主义学派认为,国际关系的世界并不是天生就是弱肉强食的达尔文世界。这是因为我们都倾向于往最坏的方向去思考别人,是从一开始我们都用这样的不信任和恶意来理解彼此,结果这个世界就真的成为了弱肉强食的达尔文世界。反过来想,如果我们从一开始都能用善意来理解别人,那我们现在对世界的理解可能会不同。
I prefer to use Constructivism to understand international politics. The traditional realism school believe we are all living in a power-based Darwinian world, therefore, we need strong power to protect ourselves. Constructivism school believes that the International politics is not born as a power-based Darwinian world. It was because, since the beginning, we tended to think others in a negative way. We tended to distrust others and be aggressive to each other, therefore our world really becomes a power-based Darwinian world. In other words, we constructed the power-based world. On the contrary, if we all could think about others in a positive way, trust each other and cooperate, our world today might be different.
宪法九条对日本和对世界的意义就在于此。过去四百年间的国际政治确实证明了现实主义学派的论点是事实。现实主义学派在过去四百年间的胜利是伴随着欧洲工业文明和资本主义的发展和扩张,并最终被世界范围的国家接受,成为国际关系中占统治地位的指导思想。但是20世纪的历史同样证明了这样的现实主义最终会把国家引向冲突和战争一途。二战后很多国家都认识到了这样的指导思想最终会把我们引向毁灭,因此新自由主义和解构主义作为现实主义的替代得到了很大的发展。很多国家也开始试验一些措施限制国家的军事力量在国际关系中的作用,来作为重建国际间信任关系的努力。日本宪法第九条无疑是这些政治试验中最引人注目的一条。
This is why Article 9 is important to human beings. The history of the past 400 years demonstrated that realism school is the reality of international politics. In the past 400 years, along with the development of European industrial civilization and the expansion of capitalism, the realism school has been accepted by all countries over the world. It becomes the dominant theory of international politics. But the history of the 20th century also proved that realism understanding only can lead countries to conflicts and wars. After WWII, many countries already realized that this understanding can only leads us to a devastation, therefore many of them start some practices which can limit the military power of states and re-establish the trust-relationship between nations. Article 9 of Japan is definitely an eye-catching experiment among these road-finding practices.

因此,保持宪法九条的努力可以理解为新的国际关系理论对旧有的达尔文主义的理论的挑战。保持宪法九条的胜利标志着对过去四百年间人类政治思想哲学的反思,和在世界范围内开创一种完全不同的人际/国际关系的胜利。如果保持宪法九条的斗争失败了,那么我想我会真的悲观绝望,从而像Hans Morgenthau宣称的那样,认为人的本性就是如此无可救药的。
Therefore, the efforts of defending article 9 can be understood as the new generation of international political theory challenging the old Darwinian Realism. The victory of defending Article 9 is a symbol of how we re-think about the political philosophy of the past 400 years. It is also an experiment of making a new inter-personal and international relationship. If we failed to defend Article 9, I think I would be really disappointed and pessimistic--and I would really become a believer of Hans Morgenthau who claimed that human nature is really that hopeless.

这一理论同样适用于中国。一般认为中国将是接替美国的下一个超级强权。现实主义学派中对强权更替有着非常悲观的预测--国际强权更替必然导致世界范围内的战争和冲突。但在解构主义者来看则是未必。中国的未来也正在我们的建设之中。如果中国走过去欧洲殖民主义帝国主义的老路,那么现实主义者的预测倒是很可能的。但是中国完全有可能从历史中获得教训,走上一条与他人信任,和平共存的道路。这也要求中国以外的人们不要从一开始就简单用恶意和不信任去理解中国的崛起--因为这样会简单得导致中国同样以不信任和恶意回应,最终大家都会走上过去四百年间不信任和冲突的老路。
This theory also applies to China. Generally, China is regarded as the next hegemony which will replace America. Realism school has a very pessimistic Hegemony changing theory--the change of hegemony powers will definitely leads to world wars. But according to constructivists, it is not necessarily true. The future Chinese policies are still under our construction. If China repeated the old way of colonialism and imperialism, then the realists prediction might become true. But it is also possible that China can learn a lesson from the history and walk to a peaceful rising (the words Hu Jintao used in the ASEAN +3 summit) and peaceful co-existing way. This also requires that people out of China don’t initially interpret The China’s rising in a negative way--because this would only make China to distrust others and think others negatively in return, then we would repeat the old way of distrust and conflicts as we did in the last 400 years.

鸠山内阁提出的东亚共同体的思路,同样是重建东亚各国之间的信任的努力,应当得到大力支持。作为这一策略的一部分,宪法九条则必需要得到保留。很难想象如果日本删除宪法第九条,日本还能赢得中国或者韩国的信任。宪法九条可以说是东亚共同体的先决条件。
The East Asia Community proposal by PM Hatoyama is another efforts to win trust from other Asian countries. I give my full supports to this idea. As part of the strategy, the Article 9 should definitely be maintained in the Constitution. It is hard to believe that Japan could win the trust of China and Korea if Japan deleted Article 9. Article 9 is the necessary condition of the East Asia Community.

VSA9 Event Report - Yves Tiberghien's Talk on October 28th, 2009



UBC Political Science Professor Yves Tiberghien's talk "New Hatoyama Administration's Implication for Japan's Foreign Policy and the Constitutional Revision Issue" was well-attended by 30+ people, including VSA9 members, students from UBC, and other members of the community. We also had four students from Swaziland, Israel, Indonesia and Mongolia from Lester B. Pearson College in Victoria. Below is Dan Aizawa's report of Yves' talk. Thank you Dan!

The New Hatoyama Administration:
Implications for Japan’s Foreign Policy and Constitution

Speaker: Yves Tiberghien

We were very lucky today to have Professor Yves Tiberghien of UBC speak on the new Hatoyama DPJ administration on Tuesday night. We were very lucky to have a lot of people show up, regardless of the weather, and the time; which goes to show how interested people are on the implications of the new government. We were also very lucky to have the president of the Vancouver Save Article 9 group, Mr. Ochiai, give a small talk on Article 9.

Professor Tiberghien outlined the following in his talk:

1. The Election and Driving Issues
2. The New Government and the Cabinet
3. The Democratic Party of Japan today
4. The Coalition Government and the impact of the October by-elections
5. Domestic dilemmas and priorities
6. Foreign Affairs
7. Constitutional Revision

Professor Tiberghien stated that the shift to the DPJ now means a shift towards a European style Social Democracy, and also a foreign policy rebalancing with Asia and the UN. Professor Tiberghien concluded by stating that there would be major changes to the method of policy making, new foreign and climate change policy, and a shift towards more social welfare. However, he also concluded by stating that the new government is “riddled in dilemmas…spread thin… [and] facing a tough reality” and that “results will be uncertain.”

Professor Tiberghien, in the early minutes of his talk, gave his view on the new government and what would happen to Article 9 under this new DPJ administration. First of all, Professor Tiberghien stated that the new government has “no intention to touch the constitution” and that the “survival of the DPJ depends on social and economic issues.”

I am also inclined to agree with this judgment of the DPJ and the new administration. Having been an election volunteer over the month of August, I have personally seen what was moving voters to vote for the DPJ. The DPJ did not gain power because they did not want to change the constitution, but it was more or less because the DPJ was simply the best alternative to the LDP. Voters in the 2009 general elections did not care about constitutional revision or Article 9; these issues are at the bottom of the list of things the new government should be working on. To touch Article 9 and constitutional revision now would be political suicide and will lead to defeat in the 2010 Upper House elections.

Professor Tiberghien listed four factors that led to the ‘great reversal’ of power.

1. The LDP’s defeat was visible for some time, and that the LDP had been “exhausted, trying to fend off corruption and inertia since 1993.
2. Rejection of LDP traditional politics.
3. The Koizumi Reforms. Professor Tiberghien stated that the reforms that had started under Nakasone in the mid 80’s and onward by the LDP had created a major inequality in wealth, the so-called Kakusa issue, and was eating away at the LDP. The Koizumi reforms were a ‘double whammy,’ because the reforms caused traditional LDP voters, especially the conservative vote in the rural areas, to betray the LDP.
4. The DPJ was able to present itself as a credible alternative to the LDP in 2009. The DPJ has become a more balanced party under the leadership of Kan and Hatoyama’s idealism, and Ozawa’s realism.

Professor Tiberghien went quite deeply into the aspect of a shift towards a more European style social democratic policy being taken up by the DPJ.

“Put People Before Concrete!”

Professor Tiberghien displayed these words on the overhead projector and looked quite pleased with this shift in policy by the DPJ.

The implications for this new shift are that government funding would be diverted from construction and LDP interest groups. There would be more redistribution and social welfare, such as child allowances, minimum wage, fixing the pensions program, and to get results in the fight for temporary workers rights.

These issues will ultimately be the most important issues for the DPJ to face. I feel that as a voter the fixing of these issues should be the raison d'être for the DPJ and the coalition government. I feel that these issues are the primary reason why so many voters, myself included, voted for the DPJ.

Professor Tiberghien also added by stating the changes in Japans rhetoric on foreign policy; primarily the rebalancing of the US-Japan alliance and economic integration with China and the rest of Asia, and if possible currency integration.

Professor Tiberghien also added how the new DPJ is now more coherent on broad issues such as Article 9. There is now a general consensus among DPJ Diet Members to not change Article 9, ban on nuclear weapons, against Yasukuni Shrine visits, and a strong position on climate change. Professor Tiberghien stated that Japan could potentially become a leader on climate change issues along with the EU.

Professor Tiberghien also discussed the implications of the coalition government, and also the implications of the Ozawa faction and its relationship to the other major leaders of the DPJ.
The Ozawa Faction, or the Ozawa Children or Ozawa Girls, as they are often referred to in the media are now the single largest de facto faction in the DPJ. Of course because the DPJ is so new there are no entrenched factionalism’s like the LDP. However, the implications of the Ozawa Faction against former socialists like Kan, or leaders like Okada who are not friendly with Ozawa could have negative impacts on the DPJ and its decision making process.

Professor Tiberghien was able to discuss the situation of power within the DPJ in quite simple terms. Prime Minister Hatoyama controls the cabinet, Ozawa controls the party, and Okada is the best candidate for the next PM. Hatoyama and Ozawa are relatively friendly, while Ozawa and Okada simply do not get along.

The coalition is also of extreme interests to those who are interested in saving Article 9. The SDP and the PNP, both coalition members, but the SDP has a staunch opposition to any changes to the constitution. However, with the addition of new DPJ members in the October by-elections in the upper house, and the addition of four new members from the Renaissance Party in the upper house, the DPJ no longer really need the SDP to have a majority in the upper house.

I see this move by the DPJ as being potentially dangerous to the coalition. Ozawa who organized the Renaissance Parties entry into the coalition may have felt that the SDP could get in the way of the DPJ, the same way the socialists got in his way back in 1994 when he was leader of the Shinseito. Ozawa could see the SDP as an irritant in the coalition.

Professor Tiberghien gave a very long talk on Japan’s new approach to foreign policy and was asked many tough questions on the issue by other participants.
Professor Tiberghien outlined the new direction in the following:

- The Hatoyama government would like to keep the US-Japan Alliance as an anchor of Japanese foreign policy.
- Rebalancing: Rebalance towards Asia and the UN, and give Japan a stronger voice against the US.
- Renegotiation of Okinawa Situation: particularly the Futenma transfers to Nago; however, Japan has no real leverage to bargain a new deal.
- End to the MSDF mission to the Indian Ocean.

Professor Tiberghien also focused on the aspect of the so called East Asian Community.

Professor Tiberghien stated that the success of this proposal depends on the relations with the Republic of Korea and the Peoples Republic of China. Korea would like to see the Takeshima, textbooks, and Yasukuni problems addressed and fixed. China would like to see the oil fields discussed and solved. China would also like to see that Japan respect Chinese sovereignty in Xingjian, Tibet, and Taiwan. Without this problems solved, Professor Tiberghien stated, there would be no hope for an East Asian Community.

The Okinawa issue was also discussed quite deeply by Professor Tiberghien. The current Okinawa issue all comes down to the 2006 agreement between the US and Japan on the relocation of Futenma from Ginowan to Nago by 2014. However, recently Foreign Minister Okada has shown some contempt for the 2006 agreement, and has suggested that Futenma simply be shut down and all functions moved to Kadena, but the US has opposed this deal.
Defense Minister Kitazawa, on the issue of Okinawa had stated that Japan should simply stick to the original plan. However, Okada would like to see this issue fixed in his own way as soon as possible, much to the dismay of the Obama administration. Hatoyama and Ozawa are both not enthusiastic about pressuring the US to a new deal.

There are now, due to the Okinawa issue, visible tensions between the US and Japan. Secretary of Defense Gate’s visit to Japan ended with nothing being discussed because both parties could not agree on what to talk about. Gates had come to Japan wanting to talk about Afghanistan and Iraq, and Hatoyama had wanted to talk about Okinawa.

In my personal opinion, the Okinawa issue should not be the prime focus of the DPJ. The DPJ has more things to worry about than Okinawa with the upper house elections coming up in the summer of 2010. The Okinawa issue could hurt the DPJ in the next elections as being time well wasted by the government, and could represent the DPJ as being out of touch and unable to keep its promises. The Okinawa issue is not something Japan has leverage on, and it could fail disastrously, which could cause a major defeat for the DPJ in the summer at the upper house elections.

In conclusion Professor Tiberghien summarized the change in policy, especially in foreign affairs. However, he also concluded by stating that the new government is facing an extremely tough reality, with a very small time frame between now and the upper house elections. At which point voters could turn against the DPJ if the social and economic issues are not met with real results.
I am once again inclined to agree with this conclusion. For the DPJ to be a pragmatic party that will be able to actually accomplish its goals, subjects such as Article 9 will have to be set aside for now. Article 9 is not an issue at the moment, the economy and social issues are the primary concern. However, the plus side to the fact that there is no interest in Article 9 at the moment is that no one is interested in changing it either.

Professor Tiberghien also stated that, “even if the LDP were in power they would not touch Article 9.” Essentially because it would be political suicide for any party to do so.
However, this does not mean the people are willing to support keeping Article 9 either, if the occasion arose. It simply means that the people don’t care, and to be perfectly frank, the people do not support candidates who do things that they don’t care about, such as issues over Article 9. I feel that the best thing to protect Article 9 in Japan, for now, is to keep Article 9 away from the spot light.

The August 30 General Election in Japan ended with a landslide victory for the Democratic Party of Japan and the devastating defeat of the long-ruling Liberal Democratic Party. In light of this, how will the new coalition government tackle the issues surrounding the much debated revisions to The Constitution, specifically Article 9? Some leaders of the DPJ claim that they wish to establish a more equal relationship with the U.S., yet in reality, how does that affect or change policies between the two nations such as the Japan-US Security Treaty, the disputed relocation of Futenma Air Base, the SDF's refuelling mission inthe Indian Ocean, and Japan's cooperation with Obama's initiative for nuclear disarmament? Yves Tiberghien, a UBC Political Science professor specialized in Japanese Politics, will be giving a presentation as to the implication of the New Hatoyama Administration to various aspects of society including the economy, employment, and "kakusa" or economical gap between the rich and poor, among others with special focus on constitutional and foreign policy issues. We will also have with us Sebastien Lechevalier, Associate Professor at EHESS (Centre de Recherches sur le Japon) as a guest commentator.

Yves Tiberghien - Profile
Dr. Yves Tiberghien is Associate Professor of Political Science and a Faculty Associate of the Center for Japanese Research at UBC. He specialize sin Japanese, Chinese and European politics and political economy. Yves obtained his Ph.D. From Stanford University in Political Science in 2002. IN2004-2006, he was an Academy Scholar at Harvard University. In 1999-2000,Yves was a visiting scholar at the Japanese Ministry of Finance and at Keio University with a Japan Foundation fellowship. Yves' book, "Entrepreneurial States: Reforming Corporate Governance in Japan, Korea, and France" was published by Cornell University in 2007. Yves has also published several articles and book chapters on the Japan's bubble economy, crisis period, and reform process; as well, he has written articles and chapters on Japan's climate change policy and genetically-modified food regulation. Yves is currently completing a book on the global battle over the governance of GMO swith a large focus on Japan, as well as pursuing research on two new projects: one on the political consequences of Japan's rising inequality(the kakusa issue) and one on the analysis of Japan's and China's role in global governance.
